The director of Columbia's Center for Urban Real Estate thinks
floodgates should guard New York's waterfront properties. On
Fire Island, 80% of residential properties damaged by storm; 12 homes were swept out to sea. New Yorkers who live in
Zone A, under a mandatory evacuation order, won't be able to return home until their buildings have been inspected and tagged as safe for reentry.
